Imagine the entire world population is in a spreadsheet.
You can pick one "activity" that someone does in their spare time (i.e. not their occupation) to sort the spreadsheet and drop everyone who doesn't do that.
What activity would you think is most likely to give you the most creative people?
EDIT: Give you the most creative people AS A PERCENTAGE of what is left. Ex. Scott said reading, but that really only filters out illiterate people so the ratio of creatives to non-creatives is low. The goal is to cut out the non-creatives as much as possible.

Example Answer: Plays RPGs
Despite my love for it, I think if you were just looking a list of all the people in the world that played RPGs, you would be leaving a huge chunk of the world's creative people out.
