Time wounds all heels..

I want to choose my words carefully here. I want to be sincere.

Chelsea Clinton Mezvinsky has turned out to be a beautiful young lady and she has borne the troubles of her father's and mother's tumultuous public life with quiet dignity. She was married yesterday in a ceremony that was to have reportedly cost $3,000,000 and had a guest list of some very distinguished luminaries from the world of government, politics, business, and other realms where cometh rich-and-famous glitterati.


I am sincerely happy for her and -- not ungrudgingly -- am happy for her parents. Whatever anger, fears, dislikes, and other petty hatreds I harbored for the Clintons for their escapades in the last decade of the last century have evaporated -- at least for one day -- and been replaced by a joy for them and a wish that their lovely daughter will begin a wonderful and happy life with her new main squeeze.

You cannot let the black cloud of resentment hang over your heart on such a wonderful day for such a sweet, young lady. You must move on; you must forgive and forget..

..and you must get down on your knees and give thanks to the Lord God Almighty that the elder Clintons, in all of their questionable wisdom, DID NOT EXTEND AN INVITATION TO BARACK OBAMA IN WHAT MUST BE THE ALL-TIME SNUB OF THIS CENTURY AND THE LAST.

(You just know that The Pantload -- eternal narcissist that he is -- is off in some back room, face buried in a pillow, screaming muffled obscenities at being denied the limelight on this august occasion!)

AS SEEN ON TV: HORACE GREELEY

Horace Greeley said, "Go West, Young Man!" and that's what we're going to do in what has now become the traditional look at historical figures of the Old West As Seen On TV.

So who better to kick off the rush than Mr. Greeley himself?

Horace Greeley (February 3, 1811 – November 29, 1872) was an American editor of a leading newspaper, a founder of the Liberal Republican Party, a reformer, and a politician. His New York Tribune was America's most influential newspaper from the 1840s to the 1870s and "established Greeley's reputation as the greatest editor of his day." Greeley used it to promote the Whig and Republican parties, as well as opposition to slavery and a host of reforms. Crusading against the corruption of Ulysses S. Grant's Republican administration, he was the new Liberal Republican Party's candidate in the 1872 U.S. presidential election. Despite having the additional support of the Democratic Party, he lost in a landslide. He is currently the only presidential candidate who has died during the electoral process.

In a July 13, 1865 editorial, he famously advised "Go West, young man, go West and grow up with the country." Some have claimed that the phrase was originally written by John Soule in the Terre Haute Express in 1851, but it is most often attributed to Greeley. Historian Walter A. McDougall quotes Josiah Grinnell, the founder of Iowa's Grinnell College, as saying, "I was the young man to whom Greeley first said it, and I went." Researcher Fred R. Shapiro questions whether Greeley ever used the term at all and cites, instead, an occurrence of Greeley writing "If any young man is about to commence the world, we say to him, publicly and privately, Go to the West" in the Aug. 25, 1838, issue of the newspaper New Yorker.

SOUP'S ON!

Mark Evanier, whose "News According To ME" blog can be found listed to the left, claims that using a picture of a Cream Of Mushroom Soup can is an "ancient" internet symbol meaning that a blog will be on hiatus for awhile. But so far, I've only seen it used in three sites - Mark's, Ivan's "Thrilling Days Of Yesteryear", and here at Inner Toob.

Oh well. Here we go again......

It's not going to be a true hiatus. I'll have stuff set up to be posted while I'm gone. It just won't have any spontaneity.

Here's what's going to happen when Toobworld Central goes on vacation again this year:

There won't be any particular theme to the "As Seen On TV" gallery, but we will continue to run that feature with the focus on historical figures from the Old West, as we traditionally do during the month of August.

But as an added treat, there will be an occasional Tiddlywinkydink which will be centered around my all-time favorite TV Western - 'Maverick'. And to make it more interesting for myself (Who cares about you.), I've set myself the challenge to write only about the two episodes I recently saw at the Paley Center for Media: "Seed Of Deception" and "Red Dog".

Writing about 'Maverick' is easy for me. Getting fourteen stories out of just those two episodes? "Tricky", as Deep Thought once said. Some of them may only be the most tangential references, but at least they'll be connected.

Hopefully that'll keep you coming back until my vacation is over......

Upon hearing that, Brett Baer, on Fox News Tonight one night last week, fast-forwarded through the Fox News day from 0700-2049 when O'Reilly ran the clip for the first time -- well after the lady was fired.

As I said, I Love to watch John Dean squirm!

Some years ago, I had a nice e-mail exchange with Chris -- about rifles and collecting M-1s (I did; he wanted to) -- and he provided some insight into his lifestyle of sorts.

Not revealing any secrets, but he does not get really rich off his DBD efforts. The funds contributed allow him to do the strip and eke out an existence. Let's just say that, according to what he shared with me then, he will not be severely affected by the expiration of the Bush tax cuts. Next year, when I go on the gummint old-age dole, he get's a much bigger annual stipend from me. I guess you could say, I won't be much affected by the expiration of the Bush tax cuts either..

..except that I will hate the Pantload and Dems all the more for their stupidity.

Historical Overview & Resolutions
1978: Eleven legislative bills introduced in the 95th U.S. Congress would have abrogated Native Treaties that protect remaining Native sovereignty. The Longest Walk of 1978 was a peaceful, spiritual effort to educate the public about Native American rights and the Native way of life. Native American Treaty Rights under the U.S. Constitution are to be honored as the supreme law of the land. The 3,600 mile walk was successful in its purpose: to gather enough support to halt proposed legislation abrogating Indian treaties with the U.S. government. Shortly After, The American Indian Religious Freedom Act (AIRFA) of 1978 was passed. As a result of The 1978 Longest Walk, Indigenous people were granted the federal legislative right to freedom of religion, a fundamental right guaranteed to all Americans under the U.S. Constitution.

40-50% of All Indian Women have been Sterilized. Evidence of massive sterilization of American Indians has been revealed by the (GAO) General Accounting Office in a study for ex-Senator James Abourezk from South Dakota in 1976. Most of these women were sterilized without their informed consent. The Same GOA Report also revealed that Indian Children are being used as "human guinea pigs," by the Federal Government in 56 different medical experiments (in most cases without parental consent). The Abourezk Report found that approximately 3,406 Indian Women had been sterilized in a three year period between 1973 and 1976, in only four states. Lehman L. Brightman, President of United Native Americans,Inc. estimates that between 60,000 and 70,000 Indian Women have been sterilized in the last twelve years. Most of the Indian Women were sterilized "unknowingly." and without their informed consent, and in many cases by outright intimidation. In many cases women were told they were going to die if they had more children, that they had cysts on their ovaries, or that the operation was reversible. Voluntary sterilization among the general population of the U.S. of some 200 million people isn't going to wipe out the country, but in smaller groups like the American Indians, it could wipe them out forever, as an example: If Every white woman in the state of California was sterilized, the white race in North America would not be in danger, but if every California Indian Women was sterilized, the Genocide of California Indians would be Permanent. President Carter has Refused on 3 different occasions to stop the sterilization and to remove Dr. Emery Johnson, the Director of the Indian Health Service. . .The man most responsible for Indian Sterilization.

Hopi Tribal Council approves controversial carbon sequestration without community consultation

The Hopi Tribal Council recently approved an experimental Carbon Capture Sequestration (CO2 Sequestration) project on Hopi lands without consultation with tribal members. This project will also impact Navajo lands. The U. S. Department of Agriculture, Forest Service recentlyapproved the use of affluent water to make artificial snow at the Snow Bowl Ski Resort on the San Francisco Peaks in Flagstaff, AZ. The COALition invites everyone to come learn about these issues and how our lands and environment may be affected by these projects. Navajo Hopi Observer: Hopi Council approves carbon capture storage project

KYKOTSMOVI, Ariz. - In a surprise move, the Hopi Tribal Council approved a controversial project with an 8 to 4 vote, giving four western energy companies (WEC Consortium) and the Hopi Tribe the go-ahead to evaluate geologic characteristics of the Black Mesa Basin for potential commercial storage of carbon dioxide (CO2) in a new method known as carbon capture sequestration (CCS).
The proposed project seeks to drill a series of exploration wells on Hopi land for the purpose of collecting and analyzing detailed geological, geophysical and water quality data. Wells will be drilled to a depth of approximately 9,000 feet to determine if the rock strata is hospitable enough to store toxic CO2 extracted from coal plant emissions underground on Hopi and near Navajo reservation communities.

WNU-TOOB: BUD & LOU

With "WNU-Toob", we take an occasional look at fictional characters shared by Toobworld and the Wold Newton Universe (which brings together not only TV shows but plays, movies, pulp novels, short stories, radio plays, comic books, comic strips, even a song lyric or two!)

From the Wold Newton Universe, Toobworld has accepted such theories as Dracula's soul-clones and the Diogenes Club serving as a cover for the British Secret Service branch specializing in the occult and the supernatural - any aspects that could help splain away discrepancies or help tighten up the theoretical links in the mosaic that is the TV Universe.

And there are times when the shared characters are just too different to be interchangeable. This would usually happen with the placement of those characters on their respective timelines. For the most part, the WNU accepts the original timelines, but Toobworld Central has to go with how the character is presented on TV.

Edgar Rice Burroughs may have written about Tarzan as a Victorian/Edwardian era figure, but for Toobworld, the Lord Of The Jungle had his heyday in the 1960's. Batman and the Green Hornet may have been operating during the late '30's and the 1940's, but again, the 1960's was the decade in which they shined in Toobworld. And in Toobworld, Superman was a 1950's icon who has since passed away; any other variants on the character have been "slid" over to alternate TV dimensions.

Today, I've chosen an off-beat couple of characters shared by Earth Prime-Time and the Wold Newton Universe to examine their differences:



BUD ABBOTT and LOU COSTELLO

The comic duo did vaudeville, several hit movies, radio programs, and finally TV - which is the only medium Toobworld can concern itself with. So we can only accept what was presented within their TV series back in the 1950's, which was a combination of sitcom and sketch comedy variety show.

With the Wold Newton Universe, they've combined that variation of their characters with almost all of their movies (I think "The Time Of Their Lives" must be excluded because of the circumstances with Costello's character.) so that they are all the same duo. (They've even tossed in at least one comic book appearance!) And that even includes the movies - like "Abbot And Costello Meet Dr. Jeckyll And Mr. Hyde" - which were set during the Victorian age. For the WNU, Bud & Lou are immortal, perhaps even of the same "race" as Duncan MacLeod of 'Highlander' fame. They just keep changing their names and moving on to new lives.
But for Toobworld, Abbott & Costello are still struggling comics trying to survive the day to day routine as they hope to strike it rich any way they can. Routines from their stage shows and movies were incorporated into the show, but there is no acknowledgement that they ever made those movies. So there's no connection to "Abbott & Costello Meet Frankenstein" and their other classic comedies.



Turns out I've written more about Bud & Lou today than I expected. I was planning to keep this short and fill it up with clips so that I could have more time getting ready for vacation. No matter, they were a fun couple of guys so this was a pleasure.

DATELINE: TOOBWORLD - FAIRLY ODD NEWS

There's no hard and fast rule at Toobworld Central about characters in the Tooniverse having live-action counterparts in Earth Prime-Time. (The main points of contention are the aging factor for those characters and the anthropomorphic animals like Brian Griffin of 'Family Guy'.) It's something that would have to be taken on a case by case basis. At best, the live-action cartoon characters usually end up in Skitlandia.
Word has come out though that Nickelodeon will produce a TV movie in which Timmy Turner and most of the characters of 'The Fairly Odd Parents' will be translated into flesh and blood rather than pen and ink.

The basic plot has Drake Bell (of "Drake and Josh") playing Timmy Turner as a twenty-something who's still in the fifth grade. Timmy refuses to grow up because it would mean the loss of Cosmo and Wanda and all that they could do for him.
"A Fairly Odd Movie: Grow Up, Timmy Turner!" also stars Jason Alexander as Cosmo and Cheryl Hines as Wanda, and it will be shown next year.

The Economy?

..is this latest news that the Q2 economic growth was an anemic 2.4 percent, putting the economy a hair's breadth away from Code Blue and the ICU of a double-dip (emphasis added).

The recovery lost momentum in the spring as growth slowed to a 2.4 percent pace, its most sluggish showing in nearly a year and too weak to drive down unemployment.

Consumers spent less, companies slowed their restocking of shelves and the nation's trade deficit dragged more on the economy in the April-to-June quarter. In a separate report, the Commerce Department said the recession was deeper than previously estimated.

Together, the reports raise doubts about whether employers will hire enough and consumers will spend enough to invigorate the economy. As unemployment remains near double digits, Congress could feel pressure to pass more stimulus measures to speed the recovery. So far, Republicans and some Democrats have blocked additional spending because of their concerns about the size of the deficit.

So, work with me on this. They blew almost $800 Billions about almost 18 months ago that has produced zero -- zip, zilch, bupkis, nada -- and they want take more of our money and flush it down the terlet? Man, these folks are certifiable.

Cue the usual mantra about increasing the deficit while not creating anymore jobs and putting on a future strain on availability of funds for the private sector if the gummint bellies up to the trough and inhales capital through borrowing. Segue into a riff about success of past tax cuts and their successes..

..which brings me to the point I have been making since June that only now people are picking up on: the expiration of the Bush tax cuts and the two-edged sword that is for Obama and the clown troupe handling your and my financial affairs in D.C. Those puppies evaporate in December and come next January, your paycheck will be looking like you wished your over-indulgent, holiday-fatted body looked. They'll start taking it out of your paycheck, the profits from your business, your dividend income, and the capital gains when you sell your stocks. Forbes magazine has a good discussion how you will be affected:

The two major tax-cutting bills from the Bush era were the Economic Growth and Tax Relief Reconciliation Act (EGTRRA) of 2001, and the Jobs and Growth Tax Relief Reconciliation Act of 2003.

These two laws cut taxes across the board for earned income, long-term capital gains and dividends. The legislation also expanded the child tax credit and made dozens of other changes and adjustments to the tax code, involving exemptions, deductions and the marriage penalty.

So, here's where it gets tricky for Obama and the Democrats: if they let the tax cuts expire, you, me, and businesses have to send more money to Washington and, therefore, have less to spend on goods and services or capital investment. Economic activity diminishes and the economy shrinks. Want to test that hypos thesis? Let's say you get $2,000 every two weeks from your employer and $300 is taken out for Federal taxers so you have $1,700 in which to pay the mortgage, the second, buy food, pay for the kids, gas, the car, etc. for that two weeks. Come January 1, 2011, let's say you owe the Feds $100 more -- or $300. Are you going to be spending more or less? Bueller? Bueller?

Same sh*t different numbers for businesses. And, with less money to spend, they sure are not going to be doing a lot more hiring, are they? (Hint: nod your head "yes".) Hell, I bet they cut a few jobs to make ends meet at the bottom. Only, in addition to having to give Uncle more of their loot, they're also receiving less of yours -- directly or indirectly -- because, as the exmaple above showed, you have less to spend.

Hey, I am just a dumb-assed computer programmer who has not taken any MBA courses nor have I received any special awards for economic smarts and, if I can figure this out, why can't those morons in Washington figure it out?

On the other hand, if the Dems help the GOP members of congress to extend the tax cuts and Obama does not veto it, then we are odds on favorite to have an economic rebound.

Want to test that hypothesis? Google the history of the effectiveness of tax cuts and read the pro-and-con. A lot of the stuff I read says -- and hsitorical data bears out -- that they tend to help. Reagan cut taxes in the early 80s and it fueled a recovery into the early 90s after having pulled us out of the Malaise morass that Carter I thrust us into. I submit that we were in the dumper around 2000 -- at least the IT sector was -- and it was about to be compounded by the effects of 9/11, fear of flying and all that. Let's face it, if OBL just wanted to send a political message, he would have confined his activities to D.C.

In any case, I think there are enough numbers around to bear up the fact that we were creating jobs 2001-2007 at a vastly more healthy clip that we are now. Pushed by a commenter, I will dig up once-researched figures to back up my assertions. But I an just some pathetic schlumpf micro-blogging ankle-biting civilian and ain't no one giving me dime one to research my stuff. Don't need doctoral thesis work, neither.

But I digress, The main point is this: Obama and those close to him are making sounds like the Bush tax cuts stop in January. Too bad; we suffer, business suffers, no one gets hired and that sack of camel afterbirth will find himself out ion the bricks in 2013.

DATELINE: TOOBWORLD - FROM THE AXE FILE

During last week's annual Comic-Con, it was revealed that there will be a 'Burn Notice' prequel starring Bruce Campbell as Sam Axe. It will be an action-adventure story with Sam on a Latin American mission.

'Burn Notice' plays it pretty realistically when it comes to world geography, so I don't expect we can hope for such fictional country names as Chaqueo, Costa Mateo, Santa Coste, San Cordova, San Pascal, or Santales - all of which came from 'Mission: Impossible'.

Nevertheless, Sam Axe will rack up another appearance in Toobworld and will now be ⅔ of the way to membership in the TV Crossover Hall Of Fame.

Tour de Force..Stage III

Time to get 'er done! The lead group has been dangling off the front long enough; chase them down and swallow them up!

Alberto Contador won the GC ("overall" or general classification) of this year's Tour de France by a slim 31 seconds over Saxto Bank's Andy Schleck in 92 hours and 2,263 miles of riding in the heat, the mountains, the flats, and the winds of Summertime France.

It was the fourth narrowest margin of victory in 93 tours, the closest being Greg LeMond's victory over Albert Fignon by 8 seconds in the 1989 tour.

Having described the rudimentary basics of bicycle racing and the tour here and here, I left you with the question as to why Andy Schleck didn't just overcome the 39-second margin in the last stage into Paris to win one of the most prestigious races of the year.

The answer lies in the dynamics and tactics described previously. Simply put, any attempt -- or attack -- by Andy Schleck would have been met by Contador and his team chasing after him, catching up to him, and beating him senseless with their bicycle pumps.

What? Didn't any of you see Breaking Away?

So he opted to ride the last stage cautiously avoiding any misstep on his part that could have fried him and caused him to get dropped or jeopardize his second place n the podium and his white jersey (Maillot Blanc) as the best young rider in the tour.

But the real story occurred several days earlier in the mountains when Contador seized the yellow jersey from Schleck in the mountains:

During Stage 15, controversy arose when Contador took advantage of a mechanical problem that Andy Schleck, wearing the yellow jersey, had at a pivotal moment on the final climb. Although it is considered good sportsmanship to wait for the leader of the Tour when he has technical trouble, Contador continued and took over the maillot jaune at the end of the stage. Contador claimed that he did not know that Schleck had technical trouble, and that he had already launched an attack by then. Hours later, he apologised for the incident. Although he was criticised by some after the incident, he also found support from notable ex-riders such as Bernard Hinault, Miguel Indurain and Laurent Jalabert, as Schleck's problem – the chain of his bike coming off – was solely due to the Luxembourger rider's mistake.

So, there you have it. You enter in a series of 20 different bike races over 24 days chasing one another down, observing these weird rules of physics, bike racing, and Tour de France customs and you lose the number one spot in the race because -- in the briefest of an instant -- your chain slips off the big ring and you have to dismount to re-thread it.

But, not to cry for Andy Schleck. He is young and Contador showed signs of being raggedy this year -- like the decline was setting in. The money's on Andy in upcoming tours and, because of his youth and strength, he'll probably run off a string of victories.

I told you it was a bleeding soap opera.

I was teetering on the brink as to posting this and am within a hair's breadth of pulling it -- and I am NOT running this for any sensational value. TIME magazine (yeah, that TIME magazine with that slimeball Journ-o-lister, Joe Klein, writing for it) is running this series on "The Plight of Afghan Women: A Disturbing Picture". The cover is shown at the left; I have made it small and will not provide the link to TIME. If you want to read the article, find it for yourselves.

This depicts a beautiful young girl, brutally disfigured BY THOSE ASSHOLE TALIBANI. As I write this, I am in tears over the savage cruelty these bastards have for their own kind and how they degrade women.

Please remember this poor young women and others who have been tortured, stoned, hanged, and otherwise murdered and disfigured at the hands of these vile, obdurate, puss-laden sacks of camel afterbirth..

..the same people that our president travels far and wide prostrating himself in front of.

Right! What's all this then?

..over there on the right.

I belong to Hew Hughitt's (I know, I know..) Hughniverse (the singularly most lame name for an internet service ever devised) and enjoy listening to back editions of Hew's show sans commercials. And, as I have written on this site before, sometimes his offerings border on the plodding, uninspired, and desultory. However, when Hew's on fire, well, he's on fire! But the dirty little secret here is that when he's out of town on a cruise, as he these past two weeks, he has some absolutely fabulous guest hosts take over who -- with the exception of that corpulent pollster, Frank Luntz -- manage to break out of the rigid structure Hughitt imposes on the show format and tear up the real estate with their topics, commentary, interviews, and phone calls. Cases in point were last weeks appearance by my absolutely favorite blogger, Ed Morrissey of Hot Air. This week it has been Guy Benson (who I pray gets a national sow one day) and Mary Katherine Ham ('nuff said).

Not shilling for Hughitt here, but you ought to look into a subscription. I predict with the upcoming election, this service will become a valuable and reasonable resource for about $5 or so per month.

Anyway, wandering back onto the subject sort of, I was listening to one of Ed's sit-in sessions (for July 20th, I believe) where he was discussing the Sherrod incident somewhere in mid-bloom with Jim Geraghty. From the comfy perspective of being perched on July 29th, I began to realize that even Morrissey and Geraghty were getting wrapped around the axle on this story. The worm had to turn a couple of more times before this woman's 15 minutes mercifully played out. However, like the Terminator or Douglas MacArthur, and a case of athlete's foot, she promises to return, re-appear, and/or resurface.

But in the interim I got so-o-o-o-o sick of getting whiplashed by the Sherrods' stories (both of 'em) and the oscillation back-and-forth about whether they're racists or we're racists or whether The POSOTUS is racist (he is) that I decided that I cannot bear to discuss this any more. Consequently, last Sunday evening I did a crude graphic (Woodsterman's domain is safe) and posted it over there..on the right as a warning to all.

No sir! Not gonna discuss this story ever again, not even if this woman switches to the GOP or the Tea Party and starts bagging big-time on The Pantload as the incompetent, narcissistic, self-interested, festering bag of bovine excrement that he truly is...

..well, maybe if it comes to that.

DISLCAIMER: I do like Hughitt; just wish he was on fire 24/7/365 like Mark Levin is. Also, I regard his much-maligned assistant, Duane, to be very humorous and a pretty savvy guy politically. My favorite part of the week is Friday of the week when Duane and Ed Morrisey hook up on Ed's internet show because -- well -- it is Friday and those two guys are fun to listen to when they go at it. It is THE most comprehensive and humorous survey of the week's political events in which no boring inside-the-beltway types participate.

Charlie Rangel may skip a Public Trial but the Three Ring Circus will be Remembered in November

A reader sends breaking news and asks a question. In the LCR mailbox:
Lawyers have reached a tentative deal to settle ethics charges against Rep. Charles Rangel. If approved by the House ethics panel, the deal would stop public hearings on alleged ethics violations.

The buck stops no where with these guys - what do you think?


I simply wrote back, "every infringement stacks up to more electoral losses for the Democrats in November."

To expand upon this - perhaps a public trial would not be as damaging for the Democrat party and leadership (and potentially at the ballot box in November) as yet another smoke-filled-backroom-attorney-power-broker-deal is. I recall similar antics played out during the train-off the-tracks Republican congress and we all recall how that turned out.

Charles Rangel cutting a deal to avoid a public trial may just incite more anger from independents, Tea Partiers, libertarians, moderates and conservatives than the ruling class is estimating.

If only I had photoshop skills, images of Charlie Rangel and a three ring circus are flooding my mind:

Too Good To Be True

It's funny how liking or disliking a particular cyclist can sway ones willingness to suspend disbelief or rush to judgement. Mongo is consistently critical of riders who I don't like and that I'm convinced are cheating. On the other hand, I leave some of my favorites alone until the inevitable hammer drops. Is this fair and balanced? No it's not.

Mongo still likes to think of himself as an idealist. I want things to be the way they "should be" or "could be", rather than the way they "are". Though Mongo is most definitely not naive in the ways and realities of the world we live in, I choose not to be a hopeless cynic.

It's good to have heroes...and to believe in the transformative effects of sport and human endeavour. We raise ourselves up when we see what can be possible.

That being said...after enjoying his renaissance performance for the past three weeks and purposely ignoring that little voice in my ear that was telling me what I didn't want to hear, Mongo has to address the fact that there's no way that Petacchi did what he did without cheating. The authorities seem to agree with me and are intent on proving it.

DOUBLE VISION: POLITICAL HANDLEYS

Back in 1965, twin brothers by the name of Handley had reached their political zeniths in Toobworld. George C. Handley had become the governor of North Carolina ('The Andy Griffith Show'); while his brother became the mayor of Mockingbird Heights, which was a small town outside of Los Angeles ('The Munsters').
When we met them, Mayor Handley was planning on a bombing campaign in the town's sewers in order to get rid of the monsters reported down there. (Actually the monsters were Herman Munster and his pet dinosaur Spot.) Meanwhile, his brother, Governor Handley traveled to Mayberry to speak at a town celebration, during which Deputy Ferguson and Goober Pyle set off an old cannon. Luckily it blew out the tire on a station wagon carrying a couple of thieves.

WNU-TOOB: KOLCHAK AND THE ROCKFISH

I've got to send out a big thanks to Win Scott Eckert, heir to the Wold Newton throne - as I read his two "Crossovers" books, I'm finding little nuggets of trivia that are a boon to the research that goes into the Toobworld concept.

Toobworld Central has accepted the theory of "soul-clones", first proposed by Wold Newton scholar Chuck Loridans, to splain why there are so many televersions of Dracula. (With the Wold Newton Universe, all of Mankind's fictional universes are combined into one; Toobworld just deals with television.) When I read William S. Baring-Gould's seminal work on Sherlock Holmes back in the 1970's, I accepted his proposal that Nero Wolfe is the son of "The Great Detective" (even though he better resembles brother Mycroft in appearance and intellect). And there's also the "Famous Individual Syndrome", a term I've adapted to "Famous Impostor Syndrome", which splains why there are so many recastaways of historical figures like Doc Holliday and Abraham Lincoln running about the TV Universe.

As I was reading the book on the subway while on my way to work last night, I hit upon another bit o' trivia that serves as a link between two shows - in an episode of 'The Rockford Files', Jimbo worked with Carrie Osgood, a reporter from the Independent News Service. This is the same news organization which employed Carl Kolchak in Chicago. So that brings in 'Kolchak: The Night Stalker' series as well as the preceding two TV movies "The Night Stalker" and "The Night Strangler". There must be some fanfic out there that directly unites Kolchak with the Rockfish, isn't there?

Boudica (also spelled Boudicca), formerly known as Boadicea and known in Welsh as "Buddug" (d. AD 60 or 61) was a queen of a Celtic tribe who led an uprising of the tribes against the occupying forces of the Roman Empire.


Her husband, Prasutagus, was the king of Iceni, people who inhabited roughly what is now Norfolk. They initially were not part of the territory under direct Roman control, having voluntarily allied themselves to Rome following Claudius' conquest of AD 43. They were jealous of their independence and had revolted in AD 47 when the then-governor Publius Ostorius Scapula threatened to disarm them. Prasutagus lived a long life of conspicuous wealth, and, hoping to preserve his line, made the Roman emperor co-heir to his kingdom along with his wife and two daughters.
However, when he died his will was ignored. The kingdom was annexed as if conquered, Boudica was flogged and her daughters raped, and Roman financiers called in their loans.

In AD 60 or 61, while the Roman governor, Gaius Suetonius Paulinus, was leading a campaign on the island of Anglesey in north Wales, Boudica led the Iceni people, along with the Trinovantes and others, in revolt. They destroyed Camulodunum (modern Colchester), formerly the capital of the Trinovantes, but now a colonia (a settlement for discharged Roman soldiers) and the site of a temple to the former emperor Claudius, which was built and maintained at local expense. They also routed a Roman legion, the IX Hispana, sent to relieve the settlement. On hearing the news of the revolt, Suetonius hurried to Londinium (London), the twenty-year-old commercial settlement that was the rebels' next target. Concluding he did not have the numbers to defend it, Suetonius evacuated and abandoned it. It was burnt to the ground, as was Verulamium (St Albans). An estimated 70,000–80,000 people were killed in the three cities (though the figures are suspect). Suetonius, meanwhile, regrouped his forces in the West Midlands, and despite being heavily outnumbered, defeated the Britons in the Battle of Watling Street.

The crisis caused the emperor Nero to consider withdrawing all Roman forces from the island, but Suetonius' eventual victory over Boudica secured Roman control of the province. Boudicca then killed herself so she would not be captured, or fell ill and died; Tacitus and Dio differ.*

Tacitus and Dio agree that Boudica was of royal descent. Dio says that she was "possessed of greater intelligence than often belongs to women", that she was tall, had long blonde hair down to her hips, a harsh voice and a piercing glare, and habitually wore a large golden necklace (perhaps a torc), a many-coloured tunic, and a thick cloak fastened by a brooch.

TOOBNOTE: Although we're featuring Alex Kingston's portrayal today, it will be Sian Phillips' interpretation that will be the official Toobworld version of Boudica. It's just that Alex Kingston's televersion provided more pictures and I just happen to lover her as River Song in 'Doctor Who'......

Repeat Thwarted: Mongo Second In Paris


"I knew early on in the race that I probably wouldn't have the legs to win." (Mongo Pusher)

Therefore, it was equally unlikely that Mongo would "Two-peat" as champion of the Tour de France (Fantasy League). But...I soldiered on...just like a true professional fantasy cyclist is supposed to do.

And...with consistent stage wins and a team victory to go along with my sparse GC results, Mongo rallied late and just missed out on the top of the podium by seven points.

Though it was close, it wasn't really that close. I have a lot of fantasy doping to do.

O.K., Troop, you know the drill..

Our bud, LCR, has done it again. So don't waste your time here. Get over there and read his stuff!

The United States of America ratified the International Convention on the Elimination of All Forms
of Racial Discrimination (entry into force 4 January 1969), an international human rights treaty that
is the "law of the land" under the Constitution. Article 9(b) of the Convention requires the United
States to report its compliance with the Convention every two years or on the call of the Committee
on the Elimination of Racial Discrimination. The United States submitted its last reports late, and
they were heard by the Committee in February of2008. It is time for another report.
The Committee on the Elimination of Racial Discrimination has been giving special attention to the
United Nations Declaration on the Right of Indigenous Peoples as an international instrument that
sets human rights norms, and it gave special attention to Indian rights when reviewing the United

The Committee found, at,-r26, that there was a high incidence of violence and abuse against women
belonging to national minorities, and particularly American Indian and Alaska Native women. It also
noted "the alleged insufficient will of federal and state authorities to take action with regard to such
violence" and in particular Native American women, including "their right of access to justice and
the right to obtain adequate reparation or satisfaction." Based on that the Committee made four areas
of recommendations. We can measure non-compliance with the Convention in terms of the failure
of the United States to adequately address the recommendations, particularly in recent Indian
Country crime legislation that does not provide for criminal jurisdiction against all offenders and
abusers and does not give adequate financial support for law enforcement, judicial remedies and
support for women and child victims. The report also asks the United States to give information on
what it has done to implement the recommendations in terms of numbers of victims and perpetrators,
convictions, and the types of sanctions imposed in its next report.
The Committee also gave special attention to reports about extractive industry, including nuclear
testing, toxic and dangerous waste storage, mining or logging, that are carried out in areas "of
spiritual and cultural significance to Native Americans," and the negative impact on their enjoyment
of rights under the Convention. Id.,-r 29. Based on that, the Committee recommended that the
United States must "take all appropriate measures, in consultation with indigenous peoples

concerned and their representatives'" to ensure that such activities do not have a negative impact.
The Committee also recommended that the United States recognize the right of Native Americans
"to participate in decisions affecting them, and consult and cooperate in good faith with the
indigenous peoples' "before adopting and implementing any activity in areas of spiritual and cultural
significance to Native Americans."
The Committee also used the recommendations in ~ 29 to urge the United States to look to the
Declaration on the Rights of Indigenous Peoples "as a guide to interpret the State party's obligations
under the Convention [to eliminate all form of racial discrimination] relating to indigenous peoples."
Finally, the Committee noted the "adverse effects of economic activities connected with the
exploitation of natural resources in countries outside the United States by transnational corporations
registered in the State party on the right to land, health, living environment and the way of life of
indigenous peoples living in those regions." Jd., ~ 30. It recommended State action to address the
problem. Given the human rights foundations of the recommendations, they equally apply to the
activities of multinational corporations in activities impacting indigenous peoples within the United
States.
While such is not in the record, a member of the Committee told the United States delegation, when
delivering the Committee's comments, that it wanted a report on the status of the Navajo-Hopi Land
Dispute in the next report under the Convention.
The next U.S. report is due on 25 February 2011 and the Committee asked that it should "address
all points raised in the present concluding observations." Jd., ~ 29. The will have to address all
points, including use of the Declaration on the Rights of Indigenous Peoples" and other violations
of indigenous rights.

1854th meetings (CERD/C/SR.1853 and 1854), held on 21 and 22 February 2008. At its
I 870th meeting (CERD/CISR.1870), held on 5 March 2008, it adopted the following
concluding observations.
A. Introduction
2. The Committee welcomes the reports, and the opportunity to continue an open and
constructive dialogue with the State party. The Committee also expresses appreciation for
the detailed responses provided to the list of issues, as well as for the efforts made by the
high-level delegation to answer the wide range of questions raised during the dialogue.
B. Positive aspects
3. The Committee welcomes the acknowledgement of the multi-racial, multi-ethnic,
and multi-cultural nature of the State party.
4. The Committee notes with satisfaction the work carried out by the various executive
departments and agencies of the State party which have responsibilities in the field of the
elimination of racial discrimination, including the Civil Rights Division of the U.S.
Department of Justice, the Equal Employment Opportunity Commission (EEOC) and the
Department of Housing and Urban Development (RUD).

The Committee therefore urges the State party to adopt all necessary
measures to guarantee the right of foreign detainees held as "enemy
combatants" to judicial review of the lawfulness and conditions of
detention, as well as their right to remedy for human rights violations. The
Committee further requests the State party to ensure that non-citizens
detained or arrested in the fight against terrorism are effectively protected
by domestic law, in compliance with international human rights, refugee
and humanitarian law.
25. While recognising the efforts made by the State party to combat the pervasive
phenomenon of police brutality, the Committee remains concerned about allegations of
brutal ity and use of excessive or deadly force by law enforcement officials against persons
belonging to racial, ethnic or national minorities, in particular Latino and African American
persons and undocumented migrants crossing the U.S.-Mexico border. The Committee also
notes with concern that despite the efforts made by the State party to prosecute law
enforcement officials for criminal misconduct, impunity of police officers responsible for
abuses allegedly remains a widespread problem (arts. 5 (b) and 6).
The Committee recommends that the State party increase significantly its
efforts to eliminate police brutality and excessive use of force against
persons belonging to racial, ethnic or national minorities, as well as
undocumented migrants crossing the U.S.-Mexico border, inter alia, by
establishing adequate systems for monitoring police abuses and developing
further training opportunities for law enforcement officials. The
Committee further requests the State party to ensure that reports of police
brutality and excessive use of force are independently, promptly and
thoroughly investigated and that perpetrators are prosecuted and
appropriately punished.
26. While welcoming the various measures adopted by the State party to prevent and
punish violence and abuse against women belonging to racial, ethnic and national minorities,
the Committee remains deeply concerned about the incidence of rape and sexual violence
experienced by women belonging to such groups, particularly with regard to American
Indian and Alaska Native women and female migrant workers, especially domestic workers.
The Committee also notes with concern that the alleged insufficient will of federal and state
authorities to take action with regard to such violence and abuse often deprives victims
belonging to racial, ethnic and national minorities, and in particular Native American
women, of their right to access to justice and the right to obtain adequate reparation or
satisfaction for damages suffered (arts. 5 (b) and 6).
The Committee recommends that the State party increase its efforts to
prevent and punish violence and abuse against women belonging to racial,
ethnic and national minorities, inter alia, by:
(i) Setting up and adequately funding prevention and early
assistance centres, counselling services and temporary shelters;

(ii) Providing specific training for those working within the criminal
justice system, including police officers, lawyers, prosecutors and
judges, and medical personnel;
(iii) Undertaking information campaigns to raise awareness among
women belonging to racial, ethnic and national minorities about
the mechanisms and procedures provided for in national
legislation on racism and discrimination; and
(iv) Ensuring that reports of rape and sexual violence against women
belonging to racial, ethnic and national minorities, and in
particular Native American women, are independently, promptly
and thoroughly investigated, and that perpetrators are
prosecuted and appropriately punished.
The Committee requests the State party to include information on the
results of these measures and on the number of victims, perpetrators,
convictions, and the types of sanctions imposed, in its next periodic report.
27. The Committee remains concerned about the disparate impact that existing felon
disenfranchisement laws have on a large number of persons belonging to racial, ethnic and
national minorities, in particular African American persons, who are disproportionately
represented at every stage of the criminal justice system. The Committee notes with
particular concern that in some states, individuals remain disenfranchised even after the
completion of their sentences (art. 5 (c)).
Taking into account the disproportionate impact that the implementation
of disenfranchisement laws has on a large number of persons belonging to
racial, ethnic and national minorities, in particular African American
persons, the Committee recommends that the State Party adopt all
appropriate measures to ensure that the denial of voting rights is used only
with regard to persons convicted of the most serious crimes, and that the
right to vote is in any case automatically restored after the completion of
the criminal sentence.
28. The Committee regrets that despite the various measures adopted by the State party
to enhance its legal and institutional mechanisms aimed at combating discrimination,
workers belonging to racial, ethnic and national minorities, in particular women and
undocumented migrant workers, continue to face discriminatory treatment and abuse in the
workplace, and to be disproportionately represented in occupations characterized by long
working hours, low wages, and unsafe or dangerous conditions of work. The Committee also
notes with concern that recent judicial decisions of the U.S. Supreme Court - including
Hoffman Plastics Compound, Inc. v. NLRB (2007), Ledbetter v. Goodyear Tire and Rubber
Co. (2007) and Long Island Care at Home, Ltd. v. Coke (2007) - have further eroded the
ability of workers belonging to racial, ethnic and national minorities to obtain legal
protection and redress in cases of discriminatory treatment at the workplace, unpaid or
withheld wages, or work-related injury or illnesses (arts. 5 (e) (i) and 6).

The Committee recommends that the State party take all appropriate
measures, including increasing the use of "pattern and practice"
investigations, to combat de facto discrimination in the workplace and
ensure the equal and effective enjoyment by persons belonging to racial,
ethnic and national minorities of their rights under article 5 (e) of the
Convention. The Committee further recommends that the State party take
effective measures, including the enactment of legislation, such as the
proposed Civil Rights Act of 2008,- to ensure the right of workers
belonging to racial, ethnic and national minorities, including
undocumented migrant workers, to obtain effective protection and
remedies in case of violation of their human rights by their employer.
29. The Committee is concerned about reports relating to activities, such as nuclear
testing, toxic and dangerous waste storage, mining or logging, carried out or planned in areas
of spiritual and cultural significance to Native Americans, and about the negative impact that
such activities allegedly have on the enjoyment by the affected indigenous peoples of their
rights under the Convention (arts. 5 (d) (v), 5 (e) (iv) and 5 (e) (vi».
The Committee recommends that the State party take all appropriate
measures, in consultation with indigenous peoples concerned and their
representatives chosen in accordance with their own procedure, - to
ensure that activities carried out in areas of spiritual and cultural
significance to Native Americans do not have a negative impact on the
enjoyment of their rights under the Convention.
The Committee further recommends that the State party recognize the
right of Native Americans to participate in decisions affecting them, and
consult and cooperate in good faith with the indigenous peoples concerned
before adopting and implementing any activity in areas of spiritual and
cultural significance to Native Americans. While noting the position of the
State party with regard to the United Nations Declaration on the Rights of
Indigenous Peoples (A/RES/611295), the Committee finally recommends
that the declaration be used as a guide to interpret the State party's
obligations under the Convention relating to indigenous peoples.
30. The Committee notes with concern the reports of adverse effects of economic
activities connected with the exploitation of natural resources in countries outside the United
States by transnational corporations registered in the State party on the right to land, health,
living environment and the way of life of indigenous peoples living in these regions (arts. 2
(1) (d) and 5 (e».
In light of article 2, paragraph 1 (d), and 5 (e) of the Convention and of its
general recommendation No. 23 (1~97) on the rights of indigenous peoples,
the Committee encourages the State party to take appropriate legislative
or administrative measures to prevent acts of transnational corporations
registered in the State party which negatively impact on the enjoyment of
rights of indigenous peoples in territories outside the United States. In

particular, the Committee recommends that the State party explore ways
to hold transnational corporations registered in the United States
accountable. The Committee requests the State party to include in its next
periodic report information on the effects of activities of transnational
corporations registered in the United States on indigenous peoples abroad
and on any measures taken in this regard.
31. The Committee, while noting the efforts undertaken by the State party and civil
society organizations to assist the persons displaced by Hurricane Katrina of2005, remains
concerned about the disparate impact that this natural disaster continues to have on low income
African American residents, many of whom continue to be displaced after more than
two years after the hurricane (art. 5 (e) (iii)).
The Committee recommends that the State party increase its efforts in
order to facilitate the return of persons displaced by Hurricane Katrina to
their homes, if feasible, or to guarantee access to adequate and affordable
housing, where possible in their place of habitual residence. In particular,
the Committee calls upon the State party to ensure that every effort is
made to ensure genuine consultation and participation of persons
displaced by Hurricane Katrina in the design and implementation of all
decisions affecting them.
32. While noting the wide range of measures and policies adopted by the State party to
improve access to health insurance and adequate health-care and services, the Committee is
concerned that a large number of persons belonging to racial, ethnic and national minorities
still remain without health insurance and face numerous obstacles to access to adequate
health care and services (art. 5 (e) (iv)).
The Committee recommends that the State party continue its efforts to
address the persistent health disparities affecting persons belonging to
racial, ethnic and national minorities, in particular by eliminating the
obstacles that currently prevent or limit their access to adequate health
care, such as lack of health insurance, unequal distribution of health-care
resources, persistent racial discrimination in the provision of health care
and poor quality of public health-care services. The Committee requests
the State party to collect statistical data on health disparities affecting
persons belonging to racial, ethnic and national minorities, disaggregated
by age, gender, race, ethnic or national origin, and to include it in its next
periodic report.
33. The Committee regrets that despite the efforts of the State party, wide racial
disparities continue to exist in the field of sexual and reproductive health, particularly with
regard to the high maternal and infant mortality rates among women and children belonging
to racial, ethnic and national minorities, especially African Americans, the high incidence of
unintended pregnancies and greater abortion rates affecting African American women, and
the growing disparities in HIV infection rates for minority women (art. 5 (e) (iv)).

27. The Committee invites the State party to update its core document in accordance with the
requirements of the harmonized guidelines on reporting under the international human rights
treaties, in particular those on the common core document, as adopted by the human rights treaty
bodies in their fifth inter-committee meeting, held in June 2006 (see HRIlGEN/2/RevA).
28. In accordance with article 9, paragraph 1, of the Convention and article 65 of its amended
rules of procedure, the Committee requests the State party to provide information, within one
year of the adoption of the present conclusions, on its follow-up to the recommendations
contained in paragraphs 12, 14 and 19 above.
29. The Committee recommends that the State party submit its eighth and ninth periodic
reports, in a single document, due on 25 February 2010, taking into account the specific
guidelines for Committee documents (CERD/C/200711), and that the report be an update
document and address all points raised in the present concluding observations.

41. The Committee recommends that the State party ratify the amendment to article 8,
paragraph 6, ofthe Convention, adopted on 15.January 1992 at the fourteenth meeting of
States parties to the Convention and endorsed by General Assembly resolution 471111. In
this connection, the Committee cites General Assembly resolution 611148, in which the
Assembly strongly urged States parties to accelerate their domestic ratification procedures
with regard to the amendment and to notify the Secretary-General expeditiously in writing of
their agreement to the amendment.
42. The Committee recommends that the State party's reports be made readily available
to the public at the time of their submission, and that the observations of the Committee with
respect to these reports be similarly publicised in the official and national languages.
43. The Committee recommends that the State party, in connection with the preparation
of the next periodic report, consult widely with organizations of civil society working in the
area of human rights protection, in particular in combating racial discrimination.
44. The Committee invites the State party to update its core document in accordance
with the harmonised guidelines on reporting under the international human rights treaties, in
particular those on the common core document, as adopted by the fifth inter-Committee
meeting of the human rights treaty bodies held in June 2006 (HRIlGEN/2/Rev.4).
45. The State party should, within one year, provide information on the way it has
followed up on the Committee's recommendations contained in paragraphs 14, 19,21,31
and 36, pursuant to paragraph 1 of rule 65 of the rules of procedure.
46. The Committee recommends that the State party submit its seventh, eighth and ninth
periodic reports in a single document, due on 20 November 2011, and that the report be
comprehensive and address all points raised in the present concluding observations.
